The recent data report from the Office of Personnel Management (OPM) reveals a concerning trend in retirement application processing times. Despite the shift to online applications, the average processing time for retirement applications has surged by nearly half, reaching 96 days in June. This is a significant increase from the 66 days it took to process digital applications in May and the 105 days for paper applications in the same month. The situation is even more dire for paper-based applications, which now take a staggering 120 days on average to process.
This development is particularly troubling given OPM's recent announcement that July 1st marks the "last day of paper." From now on, all but a small percentage of applications will be filed through the Online Retirement Application portal. The portal, launched last spring, was intended to streamline the process and reduce processing times. However, the data suggests that this has not yet been achieved.
One of the critical issues is the time it takes for agency personnel and payroll offices to process applications before they reach OPM. The online portal is meant to expedite this step, but the data indicates that it is still taking weeks or months for applications to be forwarded to OPM. This delay further exacerbates the overall processing time, causing financial hardship for new retirees and those approaching retirement.
The OPM figures are averages, and the reality is that some cases involve much longer processing times. The report also highlights a pending inventory of approximately 34,000 applications in June, a decrease from the peak of over 65,000 in February. This reduction is attributed to a surge in retirements late last year and the annual increase around the turn of the year.
This situation raises important questions about the effectiveness of the online portal and the overall retirement application process. It is crucial to address these concerns to ensure that retirees and future retirees receive their benefits in a timely manner. The OPM must take immediate action to improve processing times and provide a more efficient system for handling retirement applications.
